There is a building that creates intel from nothing, costs some resources to build. It basically hacks imperial coms and creates intel at the cost of increasing your threat level, and burns out after a few pulses. Use the scraper but deconstruct it before it reaches the last cycle, I think most of the times you get back the declassifier and this generates enough intel to buy stuff and to use the service that reduces visibility. How do I get intel in the first place (besides starting with it)? It was answered, but the deserter scenario is a bit bugged, since the bunker is treated as claimed, but really isn't. Cuz of that, the beacon acts like it doesn't belong to you, or something.
